    Correct. The NFL rules clearly speak to dual possession. Gene trying to argue that there can be no such thing because it depends on who gets their feet down first speaks to why he’s not a ref anymore.

    Difficult call because Musgrave is falling down. From the strict definition of targeting, I don't think it's the correct call to DQ Jackson.
