I hope that (and believe that) he surely did believe he would make the Final 53.

Whitt said Herb Waters was maybe their best cover corner in the off season drills. He said Waters was at the point that Tramon Williams was when he suddenly became a starter, seemingly out of no where. Just needed to continue it when the pads went on.
