Harv, I don't know about free, but quick time pro will convert from AVI to FLV and a number of other formats. When I upgraded from free to pro it cost less than $30 dollars. And it allows a lot of other format changes...

Did you check FFMPEG? It might do it and I'm sure there are front ends for it to make it easier to use.

This one works well and use to be free but looks like not anymore. You do get an 80 bullet trial though.
