I don't have a list of all the changes that are being porposed but 2 that come to mind are the down by contact and the low hit on the QB. I think being able to review the down by contact or early whistle play will be good. The low hit thing I'm not sure on just because they are saying the hit on Palmer would not have been flaged anyway.. Seems to me the Ref's have enough trouble calling the game as it is. Thoughts??
