Is it the Drug and Alcohol Policy that provides for two positives before first suspension or is it the PED program as well?

The NFL has released a statement confirming the suspension. Here it is:

Mike Neal of the Green Bay Packers has been suspended without pay for the team’s first four games of the 2012 regular season for violating the NFL policy on performance enhancing substances.

Neal will be eligible to return to the Packers’ active roster on the day after the team’s fourth regular-season game of the 2012 season.

Neal is eligible to participate in all offseason and preseason practices and games.

Maybe, but at a glance he looks like a weight room fanatic. Even without an injury, I would not have been surprised by this. I know looks can be deceiving and have no proof, but he looks like a cartoon in his upper body.

Time for the Packers to take a real hands-on stance on Neal's training. He hasn't been involved in their off-season training program yet, with the lockout last year. They need to stress they're paying him to be a football player, not a weight lifter.

I think the players know exactly what they are doing, and what will happen if they get caught. They do it intentionally, hoping to not get caught. I hope they are doing it behind the trainers backs, but one never knows for sure.

You are barking up the wrong tree. Many are taking things not even contemplated by the list or doing known agents in a manner that will avoid detection. It all depends on how well they know what they are doing, or, having someone to work with who knows it. That plus timing, or a little luck.

And if they spend real money, they can take things that won't show up on the tests. Barry Bonds and the Olympic folks were busted not by the standard PED screen, but by a new test developed after the fact after someone handed over a sample of the synthetic that Balco developed. The USADA then retested stored samples and got positives. It took years for that to happen.

But in Neal's case, we only know about one instance. So its very difficult to draw any definitive conclusions.

Ya, I know what you meant, I was just pointing out that he's not a spring chicken anymore - third year in the league, he should be hitting his stride, but we're hoping he warrants a roster spot.

Neal's mom is insiting she knows what he took and that it wasn't a PED. McGinn points out that it could have been medication for ADD. That wouldn't affect the suspension but it might mean Neal isn't the idiot he seems to be. http://www.jsonline.com/sports/packers/142555005.html

Well, I have to give you credit for considering this option. Because either Neal was being treated by someone with no knowledge of existing NFL protocols (something his team and agent should be attempting to prevent) or he is dumb. At least dumb about the correct course of action in such a case. Because there was indeed a list in this case.

Yes, but the effects on hyperactive people is well documented to be different than the effects on normal people. What may hurt Neal's appeal is that he said the adderall was for OCD. Some doctors do prescribe it for OCD, but the results are mixed, with many people saying it makes OCD much worse. In any event, Neal did not follow procedure and got nailed for it.

I don't think all the details have been released as to why the suspension got nixed, but he had the prescription for ADHD (the standard thing that adderall is used for) and he had it since before he came in to the league.

My speculation is that he informed the league about it at the combine (if he attended there) so the positive was ignored, then he continued taking it, and renewed the prescription, but somehow it wasn't categorized as approved by the league. On appeal they decided that his actions were close enough to the requirements that the appeal was granted and the suspension dropped.

Since Neal got the prescription after entering the league, he needed to get it approved and did not, so he gets the suspension. I suspect he won't get it overturned and I don't think the CBA has any outside options for him.
