Franklin seems ill-suited to the job right now.
Not sure we want Hyde doing that, too. He needs to field punts, play ST cover units and play some on defense.

How about someone new, but with college experience?
From his Packer's bio:

(James) Nixon posted a 25.8-yard average on 41 kickoff returns and had 42 carries for 322 yards (7.7 avg.) and 13 receptions for 373 yards (28.7 avg.) for the Owls. He will wear No. 23 with the Packers.

Seems like a guy who is accustomed to having the ball in his hands.

That would seem reasonable. Anyone but Franklin at this point. Hyde might be able to help too because his playing time on defense might decrease as Hayward's time increases.
