Shields, Jones, Jolly, Neal I would put as the priorities.

Flynn, EDS, Quarless as second tier.

I'm not a huge James Jones fan but the others you suggest...YES!

Isn't Starks an unrestricted free agent? He was drafted in 2010, the same year as Newhouse, Neal and Quarless.

right now we are sitting on about 9.5 million in free cap space, that number will likely be rolled over increasing our cap for next year.

we do it every year

so cap space will be more like 34 million, without resigning anyone

Our roll-over will go down by at least about $2 million. I read the other day that Crosby has earned back the salary reduction he agreed to convert to performance bonuses before the start of the year. It was said to be about $2 Million.

any others that you know about that could earn incentives or whatever, that could eat into that cap number?

does hawk have anything like that?

Crosby is the only one that I know of, but it would make sense that Hawk has something similar too. When players agree to reductions they usually have some way to earn it back.

The flip side of performance bonuses/incentives that decrease the cap roll-over is potential cap increases from players on IR who had split salaries that were reduced by going on IR, or those (like Finley, I think) who had game day roster bonuses that they haven't earned.
