"I am told" .......So who told him the packers are looking to sign as many as 5 outside free agents? Did TT say "hey you want to know what I'm planning next month?"

I have theorized that because of the cap situation not increasing, but teams acting like it was that TT was poising the team for this offseason for years. He signed JJ to a 3 year deal, Finley to a 2 year deal, and held off on locking anyone up other than the big 2. TT may be sharper than people think and might nab some great values this offseason. I said that this could/would be the offseason that TT actually makes moves in FA again.

I also hedged by saying i could be wildly wrong and this is my second Allen Babre moment.
