Now, for the first three steps, its about how much you are willing to pay. And how often you want to pee in a cup.

Does anyone know when the tests take place, how often they occur & who exactly is tested? So how often a year is each player checked?

It puts it more in line with other penalties. Before minor drug use was treated harsher than more serious crimes. It's not like a 2-4 game fine is insignificant.

The only things they should be testing for are PED/HGH, or if there are other street drugs that enhance performance. The Cowboys were fueled by cocaine back in the 70's and 80's... the good ole days ;)
They shouldn't be testing for weed at all.

Is this the new protocol in the deal they just reached?

That's b/c of Amerika's particular brand of fascism that has risen up. From the laughable docunonsense of Reefer Madness, to Nancy Reagan's Just Say No witchhunting.
Amerikans have been indoctrinated to believe that smoking a joint is a stonable offense (pun intended) ;)
Amerika imprisons more people per capita than any nation on earth, including communist countries, and most of the people we have locked up are in there for drug offenses.
Anti-drug is not only engrained in the minds of the indoctrinated, it is big, Big, BIG business - especially for government. Laws need thugs to enforce them; prisons need guards, medical care, counselors, etc; probation officers and more counselors; drug testing clinics are big business; etc, etc...
The anti-weed holocaust is winding down a bit, but anti-drug, anti-freedom is big business, with many entrenched interests, unions, politicians, etc. It aint goin' anywhere.
