Pretty significant breaking of the cap, even by today's standards, so %age wise a lot worse. $29 million changed hands outside of the cap, and they got fined under $2million and a couple of 3rd rounds picks. Wow, they got off some kind of easy, and Al Davis was all kinds of right when he railed on about them.
