I think he's the fastest guy I've ever seen on a football field.

I believe they are some type of indicator the meaning of which is there has been a violation of the rules. These indicators are used in an equitable and impartial fashion to ensure rule enforcement is fair and doesn't favor one team or another.

Or so I'm told.
