If the Packers wanted to only carry 2 quarterbacks on the official roster - but did not want to risk losing either Pratt or Clifford to another team - how easy/difficult would it be to come up with a mystery injury that would allow them to simply put one on injured reserve?
How does the NFL monitor a situation like this?

I wouldn't be surprised if it's been done by teams before; if they IR someone now they are out all season though. They have to be on the 53 to be eligible to return from IR during the season. Maybe that would be ok for Pratt/Clifford. There's a risk that it's found out and they could be fined/lose draft picks, which is anathema for Gute, so I doubt they would do it.

If Pratt/Clifford look ok as backups I think they will just keep both on the 53 and carry one less player elsewhere. I think if they cut either they'd be likely to sign back onto the PS; what team is going to use a spot on their 53 for either if they can't cut it in GB?

As long as you keep the one who wins their "competition", I don't think you worry about losing the other via waivers. If he is picked up, so be it. If not, great, add him to the PS. Third string QB is not a position to worry about. If you end up needing a 3rd QB during the season, there will be plenty of more experienced guys available either floating out there unsigned or sitting on practice squads somewhere. By that time, you might even be able to sign the one you let go. If not this year, next year or a few years after that. Even the good backups tend to float around the league.

It doesn't do much good to "stash" a young QB on IR, because he doesn't get any practice time to work on his shortcomings

The IR rule changed this year. They do not have to be out all season if put on IR prior to the start of the season. This can only be applied to two players.

It's easy - clearly MLF has sidled up to Sean Clifford and said, hey, buddy, throw a bunch of picks in training camp practices so we can stash you on the PS. Nobody's gonna claim you when you play like a piece of shit.

Should put the Clifford vs. Love debate to rest, if it hasn't been long ago. ;)

Kidding aside, it sounds like the OL has done him few favors. Andre Dillard demoted to 2nd team already.
