These two bits are from the tonight show. Fred Willard plays the congressman who was on the DC madams list.
The video is one take on it, and the audio i'm not sure if it's from the same bit, or perhaps it was from a completely different day. Either way they both are funnier that hell. That Fred Willard is one of the funniest ad-lib people I know of :P
