They used a big roster bonus--instead of a signing bonus--to have the hit on this year's cap. It's pretty affordable after this year. The deal averages out to $3.4M/year, but the 2006 cap number is $5M. He only got a $0.50M signing bonus, so if he were to be cut in future years, the Packers wouldn't get hurt on the cap.
