Inexcuseable clock management. He did that in Atlanta 2 years ago too. Let's save 3 timeouts and have 12 seconds on the clock.

Maybe he thinks they will carry over since they have a habit of blowing timeouts in the second half.

Would you rather have 50 seconds 1 TO or 21 seconds and 3 timeouts. We ran out of time and kept a timeout.
