    This from Packersnews:

The Packers were given active list exemptions for four players injured in Europe: Traynor, safety Atari Bigby and receivers Vince Butler and Chad Lucas
What is an "Active List Exenption"? Why is there a need for an exemption list?

How does it pertain to final roster cuts?

This guys are exempt from the first and second cut during training camp due to the work that they put in NFLE.

Ya, for roster purposes, they don't "count". The reason for it was a concern that NFL-E players come back a liittle dinged up, tired from being overseas and away from home, and maybe not able to go full speed in practices right away. They also haven't been around the coaches and team since the end of the last season. To make NFLE successful and acceptable to the players assigned to it, the league put in the exemptions to make sure those players have a fair shot with the NFL team they belong to. The team can keep them around through camp and really get to know them, without the player taking up a spot on the league roster.

Seems like a sensible thing to do.

Too bad they dont get the benefit all season if you have your own NFL-E guys o'n your roster they dont count.
