Leaf gets the nod over Manwich because SD didn't just use their #1 (3rd overall) on him, but they had to trade it plus the '99 number 1 to move up to #2 for the privilege of choosing that wad of suckiness. I bet there are not too many people here who remember this guy. In my opinion, the greatest draft bust of all-time, certainly for the Packers.
One time Lombardi was disgusted with the team in practice and told them they were going to have to start with the basics. He held up a ball and said: "This is a football." McGee immediately called out, "Stop, coach, you're going too fast," and that gave everyone a laugh.

I dont know. you have to take into account the hype around Mandrich at the time.
