Peyton clearly pulled him and kept the contact going, Lee had backed off and was trying come under control, but Peyton pulled him down with him.

In defense of the ref... right when I saw it, I knew what they were going to call. Live, on the field I can see where it looked like Lee continued the action, but if you watch the tape, you can see that Peyton pulls him.
