      JB displayed some athletic talent (better than Peprah).

      At the end of the day, the secondary depth is fine.

          Probably a combination of the two. Bell had a foot injury that he got in the scrimmage and was going to be out a while (a couple of months?), and the option other than "keep him on the roster" was putting him on IR.
