Except in this version of literacy Tar, native English speakers (with possibly one exception, which would probably be Spanish) are trying to read anglicized versions of city names taken from Native American words. And those words origins aren't even from the same NA language in some cases.

So many of them were READING it correctly for English pronunciation (especially the young lad who was being studious and trying hard, not laughing at himself or embarrassed like the others) but getting it wrong because traditional rules don't hold. And that doesn't even account for bastardized pronunciations of the original word.
