You have to be under the cap at the beginning of the year (and thereafter). You only have to be above the floor at the end of the year. TT really was born for the modern salary cap era. The dude knows how to clear space so that he can keep what he really needs. I don't always like it, as my heart sometimes wants to spend more to keep an old reliable around than is probably prudent.
But then, that's why I'm a fan and he's a GM.

There isn't a team floor until 2013. Until then, there is a league floor, and if the league underspends, the teams that paidout the least by the end of the year will pay into a pot until the salary floor is met and that money will be distributed to all NFL players. What "all NFL players means" I do not know.

And it won't be hard to hit the number. Teams have regularly spent cash over cap (cash expenditures higher than cap number) for years. A couple of signing bonuses will do it.
This is another area where high revenue teams will help lower ones. The Bengals can spend 89% while the Cowboys and Redskins can drop large signing bonuses and keep the league near its goal.

I read that, but then I also read that the Packers only need a little over $5M for rookie contracts.
