Twitter doesn't think it was PI either. I think it hurt him he was closer to ref and reached over the WR. Looked like PI from sideline. But shouldn't call it unless you actually SEE it.

That call on Shields is one of the ones that, technically, is a penalty, but you have to say that if you aren't allowed to do that, it's not possible to play the position.
