I think that hit is legal from the helmet point of view, might get called for basically clobbering a guy who was down.

He drew the flag for hitting a runner going down helmet to helmet so I doubt that was a legal hit.

From the perspective of helmet to helmet, a runner is not defenseless unless I am missing something about the rules. Runners are normally not considered defenseless receivers. Helmet contact is permissible with a RB.

He did hit him late and it was unnecessary, which is what drew the flag. But I don't think he will be fined.
