I thought that was similar to the defensive rules, where the player has to "square up" for it to be considered infractional. Starks was just stumbling around.

The NFL wants its officials to aggressively enforce the rules regarding hits to the head of defenseless players. And the officials continue to miss fairly obvious violations in real time.

On Sunday, the officials on the crew led by Clete Blakeman blanked on a hit to the head of Packers tight end Jermichael Finley, who was struck in the head by Bengals safety George Iloka while trying to catch a pass.
