Lurker, that is a reasonable scenario. Some teams are so far in back of the waiver wire line that they might give up a later round pick in order to have the first shot at trying somebody out.
What seems to happen way more often though is that after the first cut borderline players get signed off of waivers and move on and off of practice squads until things settle down after the second or third game.
