Although specifically mentioning concussions, other things I have read suggest neck strengthening can reduce neck injuries. The article says a lack of neck strength is more of a problem for incoming players than veterans, but that may vary somewhat by position.
I remember doing quite a lot of neck strengthening exercises during drylands, both hockey and football. The one I remember in particular was where you pushed your head against the outside of a teammate's leg, with him offering resistance but allowing you to move so it wasn't static resistance. Of course, the reason I remember it is because it was rife with comments...I mean, you did end up on your hand and knees in front of the guy...

Franklin will definitely be a prime PUP candidate. No reason to release him as of now, unless a return is completely ruled out.

Cup half empty: neck is new hamstring
Cup half full: Packers got one of this year's major injuries out of the way and it was not to a key player

Ya, I started reading this thread, and had an overwhelming feeling of deja vu. Went back and looked, not even remembering that I started the previous thread only a month ago!

Prevent exposure to the neck area.

Huh, only a month late. Is that an all-new way to be Patlerized? Not the first won't be the last I'm sure....

That thread didn't offer the solution for Franklin though...

Yoga for Spine and Neck Issues

In fact, no matter the question, yoga is the answer!

Good Lord I'm positive now that Yoga works.

I can't wait to see BJ Raji's improved play on the DL.

Pray a lot BJ. Remember the end position and hands in prayer.

                      Thanks, Vince.

I say yoga is the answer for all the world's ills.

And I bet Bretsky would like to see two female yoga practitioners doing yoga together at the same time.

                      Hell, I would, too.

Uhh, what was this thread about, again?

Guess his neck is fucked because the Packers are going to release him.

Nope. This is becoming an epidemic.

Neck injuries are to the Packers as Staph infections are to the Browns
