        Pretty sure it depends on the program, but yes, the program that uses PEDs is typically not captained by 19 year olds.

          Uh, yes, we do blame the coaches. Hell yes.

          They're what's called "in charge," and they monitor every aspect of these kids' lives, so if the PED use is going on, it is with the knowledge of these coaches.
