I'd guess it has to do with his ability to contribute on STs. Boykin plays on them. I think the Packers only dressed four WRs, they seem to prefer to have a 3rd TE over a 5th WR.

Davante Adams was also gifted a 1st down on a 3rd and long late in the 4th quarter. The game was over, elsewise the Eagles would have challenged and won. They gave him an entire extra yard.
