Odds are better to win the game taking the FG in that position than going for the TD. If it was a 7 point game, I would agree with you. But a TD there doesn't get you the lead any more than a FG does.

Now you have 90 yards and need TD. Far easier if you need 60 yards and FG.

From the 16 yard line of the opposition. Its time to use 3rd and 4th for first down in trying to score.

They now need to do something they haven't done since the first drive of the game. Long drive to score.
