I knew they said he wouldn't sign if drafted late, but didn't know this part.

I think this isn't over yet, assuming he gets cleared I smell a lawsuit coming. The way it stands now, they wouldn't let him withdraw from the draft, won't let him into the supplementary and would not let him enter the draft next year. Sure, he can sign as an undrafted FA, but they've taken a pile of options away from him and I can see a judge being sympathetic to that.

I can't because it is crystal clear in the rules. You can't take away something you never had. He isn't the first guy to drop like a stone, it happens. Being draft in the first round isn't a right.

Interesting case. I'm not too sympathetic to him in general, but if he is completely cleared, he could see close to top draftee money as bidding picks up for him. AND he will see unrestricted FA sooner than drafted players if this is the case. Not the worst thing in the world to go undrafted if people still think you can play.
