I'm telling you, from 2 feet away, it is not really spray painted. But it is definitely dyed and highly combed. Might be some serious hairspray in there to hold that right to left wave firmly in place. It's entirely possible it's a piece, as the greying is quite uniform, and seems to be only at the tips.
