Mostly agree with you and PB here. That's often called PI but Nelson did a poor job of either selling it or fighting through it to go after the catch.

you can draw the penalty on that if you work aggressively back to the ball

I didn;t see any penetration. Sure, a flag coulda been thrown. But Nelson was kinda flailing about, the Lion didn't tug on him or anything, it was more like patty-cake.
