They already had money invested in him in the form of signing bonus. We already paid him $3.5mil this year. If we gave him another million, that makes his salary from us $4.5 million. That's nice, but the Raiders don't give a shit and offered him $14mil over two years. His choice was between $4.5million from us or $3.5million from us AND $7million from Oakland. He made a business decision. The fact that he even considered our offer just shows how incredibly loyal Jordy was.

If the Packers got rid of often injured players their roster would consist of like 13 players. It sure as hell would not have Bulaga, Montgomery, or Clay.

I think you are right about the milking part. It gives them some roster flexibility to see how the other young receivers pan out while he's on the full mend, if he's not already close.
