Well, its easy to overstate the revenue side. Tickets matter less and less as a percentage to the bottom line. And that revenue is split between home and visiting teams.
The County made it clear during the last two renovations (especially the tax financed one) that the Packers needed to expand capacity AND make tickets available on Game Day. So the team's first priority isn't exactly number of seats available.
