I don't think the lack of blacks being hired is in direct opposition to he rule but it is a direct opposition to the climate. There was 8 black head coaches until 5 ago apparently. Lions maintained relevance through Schwartz and Caldwell, but since firing Caldwell for not having a team with Aaron Rodgers or that 2017 Vikings the owners have made some egregious hiring decision likely related to the kneeling.

We know so far its just the clown franchises being implicated. Even after Rodgers I don't see the ownerless Packers ever being considered along the lines of franchises like the Browns, Broncos, Dolphins, Giants and the R-Words.
