    No, its considered a live ball penalty because its not a penalty until the snap (chance to reset and such). Therefor it was declined. Presnap can't be declined such as false start.

      Shit there were about 3 pick6 chances that got dropped. Their QB wasn’t good IMO just played very wild and out of control.
