NFL allowing the use of 'Guardian Caps' during games

Buried under the draft news was this change. I get why they are doing it, but I think they should work on designing helmets that incorporate these characteristics in them, instead of having a bulky cap added to them. It will help with concussions but will the added bulk cause other problems? I'm guessing the bulk means only limited numbers of players use them. Mostly players with concussion histories or those coming off a recent concussion.
