Packers could put the non-exclusive franchise tag on Willis. Would get two firsts in return should Packers opt not to match another team’s offer. Sure, Willis cap hit would be the average of the top 5 highest paid QBs, assuming no other team signs Willis post-tag.

Doing so would most likely fuck with his bottom line. Same logic applies to the NFL pig-owners.
