It's been pretty obvious that Ted places a premium on retaining flexibity. If he values that flexibility more than the spendy price tag on that marginal free agent, he's chosen to retain the flexibility. That's how it's gone this year. That's not always how it went last year.

There's clearly a little more to Ted than him just being "cheap".
