Either way, Green Bay is going to need a touchdown... If they kick the PAT a GB TD gives the Packers a 23 21 lead, so a FG would win the game. If they missed the 2-pt conversion, a GB TD would give the Packers a 23 20 lead, so a FG only ties.

Yes it does. Say GB scores a TD then a GB 2-point conversion is mute as it can't bring GB ahead with 3 point.
