The Republican controlled Congress was the one voted into office in 1994 under the mandate of a balanced budget, not Clinton in 1992. They were the ones that took action at bringing the US budget into balance...not Clinton. Clinton wisely recognized the mandate that the country gave the Congress in 1994 and to his credit worked with the Republican Congress...which produced a very robust and healthy economy.
Article I of the Constitution clearly gives Congress the primary responsibility regarding governance of the daily functions of the US government, which is what the budget is all about. When they don't get the budget done in time, the government shuts down...which has happened several times in recent history.

I know how things work, but your statement implied the prez had nothing to do with balancing the budget. Not true.
And, your viewpoint is just that, a viewpoint.
More importantly, you said 2003. Your dates are...well, i'm not sure what you are referring to.

He signs his name on it when it is done...that's about it.
The point wasn't that Clinton played some kind of role. The point was that Clinton certainly did not make a balanced budget an objective of his until AFTER the 1994 elections, which so happened to be a huge win for the GOP on a platform that championed budget reform. He was more or less forced into that by the American people.
It is about time the American people stand up again and tell Washington we are tired of free trade that takes jobs out of America and monetary policy that seeks to devalue the greenback.
