After much searching, hiring an attorney, seek advice from a vet, etc. the dogs have been rightfully returned to their owners.
Perhaps the lesson learned is to install a microchip in your dog if it is a common breed. Perhaps kennel operators need to establish more measures to prevent identity mixups as well.
