Well he didn't really offer her an out for the ticket, more like trying to make up for giving it to her. I think her issue is not so much his asking her out, but in his hunting her down at her home and going there to put the note on her car. I don't think it's the worst ever done, but he did cross a line there. If I look up a colleague in the HR database and show up at their house, I can get sued for that as well, so it seems to be roughly equivalent.
