No: the goal of football is not to knock someone out. But if you look at the recent rule changes in football as well, they are doing all in favor of minimizing the risk on braindamage. I expect this trend to continue.

I don't think there is anyways to avoid it. Your head makes a sudden stop and your brain doesn't, no helmet can stop it if the impact is too strong. But more importantly there is way too much $$$ to lose for all in involved.
