It looks like a lack of insulation, indeed. We just got the house this summer so I haven't had the chance to stick my face in every dark crevice. Looks like there was a leak there before and when they fixed it, they pulled out the insulation... then of course never stuffed any back in. Lazy bitches. Oh well, I love supporting our local plumbers since I don't know shit about plumbing beyond fixing the toilet.
