I think these sorts of things are like speeding. The highways would be a very different place if they pulled over everybody who speeds, and everybody would spend half their time on the road getting pulled over. So you just pull over enough people to try to give passers by the idea that they probably should watch it a little bit. Even so, a lot of people get away with it when the authorities just don't notice.Originally posted by Rastak
