Well, he did take 59 minutes and 58 seconds to put the game away. He didn't have the greatest completion percentage, yards per attempt, TD to INT ratio, etc.

He won, but he didn't have the greatest day in the world. I think the QB rating is pretty suggestive of the day he had prior to making a great throw to win the game.

Just keeping things honest. Calling Favre one of the better game managers ever is a bit much. Greatest gunslinger, sure, he arguably is the best gunslinger ever. But he wasn't a game manager for the vast majority of his career, so it's tough to call him the best ever. He might be the best through 3 weeks in 2009 though.
