You have two safety positiions: Free Safety and Strong Safety. We've done very well at FS where Collins has started to become a great player. However, we have a question mark at Strong Safety, as Rouse can't play it (he's a FS, and hence Colllins's backup), while Bigby is coming off an injury and is somewhat unreliable, and Peprah is just no good. So because Rouse, a TT draft pick, is relegated to backing up another TT draft pick, that's some sort of colossal failure? No.
Smith was brought in to compete with Bigby for the starting Strong Safety job. He was also brought in because an important role of the safety in many schemes is to call the defense, while we have no safeties who have actually played in this defense before, while Smith has.
Rouse isn't a failure, he's just a guy who can only play one position and he's backing up a guy who, last time I checked, just made the pro bowl at that position. There's nothing weird or wrong about having a late 3rd round draft pick backing up an all pro (who you also, coincidentally, drafted.) If anything this signing is because ANOTHER Ted Thompson Free Agent Pickup was WASTED... oh wait, Bigby has already made enough plays to justify what they gave up to get him... i.e. nothing. But realistically, it's more because last year we had three safeties get hurt, and the guy who was fourth in line really wasn't any good.
