The Browns did that one year. Spent all year rotating QBs, first Kosar, then Mike Pagel then they unburied Don Strock's corpse. Pagel returned, got hurt again, Strock one more time then Kosar came back. God I loved it when the 49ers beat the Bears in the NFC Title Game in 1988.
