IMO It was pretty close to that, but I likely don't understand the rule.

I think it was the first play of the Packers last offensive series. Stark went through the B gap, but down and distance after the run was 2nd and 3, I'd think 7 yards down the field is out of the tackle box. As the tackler came up, Starks lowered his head into the tackler (Thompson) and they went helmet to helmet. The way I understood the rule, that was what they were trying to eliminate.
